Really though any barb faction with levy freemen is pretty strong because of how much value they provide. Plus good charge bonuses pretty much across the board. Parthia is really fun too (in my oppinion), but you get in a total war very quickly. Levy freeman are cheap and punch above their weight plus they carry javelins, heavy horse are very good, and sword followers will beat most heavy infantry.
